Testing of Electronic Draft Notices Launched in Three Regions

On September 17, 2024, Russia launched a pilot version of the electronic draft notice registry website for those subject to military service. Currently, the Unified Military Registration Registry is being tested in the following regions:

  • Ryazan Region
  • Sakhalin Region
  • Republic of Mari El

This information was published on the official electronic draft notice registry website. Starting this year, electronic draft notices are considered equivalent to paper ones and will be sent out during the upcoming fall draft.

To access the draft notice registry, individuals must log in using a verified account on the Gosuslugi portal via ESIA. If you do not have an account, you will need to register one.

In the spring of 2023, Vladimir Putin signed a law on electronic draft notices. He also instructed that these notices be used starting with the fall 2024 draft, which begins on October 1.

Consequences of Receiving an Electronic Draft Notice

Once a draft notice is posted in the registry, Russian citizens are automatically prohibited from leaving the country. If a citizen fails to report to the military enlistment office within 20 calendar days from the date specified in the notice, several restrictions will be imposed, including:

  • Loss of the right to drive a vehicle
  • Inability to register vehicles or real estate
  • Restrictions on obtaining loans and credits
  • Inability to register as an individual entrepreneur or self-employed person
