Sovereign Runet Requires Promotion
The Scientific and Technical Center of the Federal State Unitary Enterprise “Main Radio Frequency Center,” which is part of Roskomnadzor, has posted a tender on the “State Procurement” portal for the creation of a 5-minute 4K video to promote the concept of a sovereign Runet. This was reported by the Telegram channel “Durov’s Code,” citing the relevant procurement documentation.
According to the technical specifications, “The video should contain information about the implementation of Federal Law No. 90-FZ dated May 1, 2019.”
The video is expected to:
- Demonstrate the capabilities for protecting the integrity and ensuring the uninterrupted operation of systemically and socially important resources within the Runet;
- Show the ability to protect the data of citizens and legal entities, regardless of the geopolitical situation outside of Russia;
- Vary in emotional tone “from calm to action-packed.”
The target audience for the video includes Russian citizens, telecommunications operators, and hardware owners, as noted by TJ.
“Thus, the creation and placement of a video about the implementation of 90-FZ on the Internet will contribute to the popularization of the activities of the Centralized Management Center for Public Communication Networks, increase the overall awareness of telecom operators about the necessity of the information provided under Roskomnadzor orders No. 221, 222, and 223 dated July 31, 2019, as well as increase the level of trust in the Main Radio Frequency Center within the professional community,” the technical assignment states.
The deadline for submitting applications is November 22, 2021. The project completion date is December 20, 2021.
The “Sovereign Runet” law came into force on November 1, 2019. According to the document, telecom operators are required to install equipment that, among other things, will filter traffic and block prohibited resources—these are referred to as “means of countering threats.” Since then, internet services and telecom operators have repeatedly complained that the use of this equipment has caused disruptions in their networks.
