Russia to Implement Comprehensive Internet Traffic Monitoring System

Roskomnadzor, the Russian federal executive body responsible for overseeing communications, plans to launch a system for monitoring internet traffic routes. This system will control data exchanges between telecommunications operators and track those who do not comply with regulatory requirements, according to a report by Vedomosti.

The development of this system will be handled by specialists from the Center for Monitoring and Managing the Public Communications Network (CMM PCN), which was established under the “Sovereign Runet” law. According to the publication, Roskomnadzor plans to spend 1.2 billion rubles over two years to create and operate this system. In total, the agency’s activities under the “Information Society” program are allocated 37.7 billion rubles for 2023-2024, and up to 73 billion rubles by 2025.

It is worth recalling that the “Sovereign Internet Law” came into effect in November 2019. It requires internet providers to install technical means to counter threats (TSPU) on their equipment. Thanks to this equipment, Roskomnadzor can manage traffic routing and restrict user access to resources banned in Russia.
