Runet Isolation Drill to Take Place on December 23

On December 19, 2019, the Telegram channel “ZaTelekom,” run by Mikhail Klimarev, head of the Internet Protection Society, published a copy of a document signed by Minister of Communications Konstantin Noskov.

According to the document, the Ministry of Digital Development, Communications and Mass Media (Mincomsvyaz) sent organizational instructions to operators and agencies regarding drills to be held under the law on the stable operation of the Russian internet (Runet). These drills were originally scheduled for December 19, 2019. However, along with the document, a telegram was also published in the channel, notifying recipients that the drills had been rescheduled to December 23, 2019.

After this information appeared in the media, representatives of Mincomsvyaz confirmed that the drills “on the integrity, stable functioning, and security of the internet, the ‘Internet of Things,’ and various segments of public communication networks—both fixed and mobile—against negative external influences” are indeed planned for the following Monday. The ministry clarified that the drills are “research in nature” and will not affect regular users:

“Threat response exercises will be conducted only on designated segments, test stands, and training grounds. Ordinary users will not notice the drills,” the ministry’s press service stated.
