Increased Financial Transaction Monitoring Due to Terrorism Threat
Due to recent terrorist attacks in Sinai and Europe, as well as ongoing military actions in Syria, the FSB security services have significantly intensified the monitoring and control of all suspicious financial transactions. According to a trusted source (referenced via wayaway), any transaction exceeding 300,000 rubles may now be subject to financial monitoring. If there are any initial suspicions of illegal activity, an investigation into possible links to terrorism is conducted. Previously, this threshold was set at 600,000 rubles. This change has been in effect for at least three months.
Bank transfers, QIWI, and Bitcoin are under especially close scrutiny. For cryptocurrencies, authorities are analyzing cash flow movements and monitoring exchange services.
The legal framework for these measures is provided by the Federal Law of August 7, 2001, No. 113-FZ “On Counteracting the Legalization (Laundering) of Proceeds from Crime and the Financing of Terrorism” (with amendments and additions). You can find the law here: base.garant.ru/12123862.
