Electronic Draft Notice System to Launch in Russia on November 1, 2024
The Russian government will launch an electronic draft notice system starting November 1, 2024. At the same time, a Unified Military Registration Database will be implemented, consolidating information about citizens subject to military service from various state databases, including the “Gosuslugi” portal, FSB, Ministry of Internal Affairs, tax authorities, and migration and registration records.
Implementation Timeline and Details
The government is currently preparing to introduce the Unified Military Registration Database nationwide. Preparatory activities will continue until October 31, 2024, after which the system will become fully operational on November 1.
According to a government decree published on the Official Internet Portal of Legal Information, the first stage of implementing the military registration database will run from the effective date of the regulation until October 21, 2024. The second stage will begin on November 1, 2024.
What Information Will Be Collected?
The new system will gather data about individuals from various government sources, including the “Gosuslugi” portal, FSB, Ministry of Internal Affairs, tax service, and migration and registration databases. Military authorities will have access to information about criminal and administrative cases involving those subject to military service, as well as details about their real estate and other property. The Ministry of Defense’s database will also include information about a person’s place of residence, even if it differs from their registered address.
Notifications and Legal Consequences
Notifications about any new entries in the registry will be sent to those subject to military service via the “Gosuslugi” portal. This includes information about being added to or removed from the military register, receiving a draft notice, and any temporary restrictions related to the notice. A draft notice received through the portal will be considered officially delivered.
If a person fails to appear at the military enlistment office within seven days after the electronic notice is posted in the registry, they will automatically lose the right to leave Russia, obtain a foreign passport, register as an individual entrepreneur, conduct real estate transactions, operate or register vehicles, and take out loans or credits.
