Russian Interior Ministry Opposes Separate Criminal Law for Social Engineering
Representatives of the Russian Ministry of Internal Affairs (MVD) believe that there is no need to introduce separate criminal liability for social engineering, phishing, and SIM card theft in Russia. Law enforcement officials are convinced that the existing articles of the Russian Criminal Code are sufficient to regulate these offenses.
Initially, the proponents of the idea (according to RBC, possibly Sberbank) wanted to include the development of new articles in the federal project plan “Information Security.” However, Yuri Voynov, the acting head of the Department of Information Technology and Information Protection, did not support this idea, arguing that in the long run, it could distract personnel from their main duties.
The police took a straightforward approach: since social engineering and phishing are simply methods of stealing money, they should be regulated by the existing articles—“Fraud in the Field of Computer Information,” “Fraud Using Payment Means,” and “Theft.”
