Regional Management Centers Join the Fight Against Fake News

Regional Management Centers (RMCs) in Russia will implement and develop a unified system to counter the spread of false information online. They will also inform users and targeted groups of citizens about reliable information, taking into account their geographic location and other characteristics. This will be done through social networks, messaging apps, other electronic communication tools, and mass media. The decree establishing these measures was signed by Prime Minister Mikhail Mishustin.

These changes have been incorporated into both the rules for creating RMCs and the guidelines for providing federal subsidies to the “Dialogue Regions” autonomous non-profit organization, which develops digital projects in public relations and communications. The subsidies are intended to support the creation and operation of RMCs in Russia’s regions.

From 2022 to 2024, 2,000 information campaigns must be conducted annually to combat the spread of false information.

The new decree also introduces the concept of “special software”—software used by RMCs to achieve the goals set by the subsidy program. The list of such special software will be determined by the “Dialogue Regions” organization in coordination with the Ministry of Digital Development.
