On August 7, 2024, ASPRO, Russia’s largest construction equipment manufacturer, was added to the registry of information dissemination organizers (ORI): reestr.rublacklist.net/ru/disseminator/109841. The company’s website features user registration and a feedback form. ASPRO is present on Ozon, AliExpress, Yandex.Market, and Leroy Merlin, and its banking partners include Sberbank, Russian Post, Tinkoff, and YooKassa.
On August 14, the ORI registry included the service “KoolKlever,” which positions itself as a producer of foods with short shelf lives and exceptionally clean ingredients: reestr.rublacklist.net/ru/disseminator/109842. In addition to production, the company offers delivery services and has apps in the App Store and Google Play, with over 1 million downloads on the latter. The website also features registration and feedback options.
On August 26, the popular Altai media outlet Amic (Information Agency “Amittel”) was added to the list of information dissemination organizers: reestr.rublacklist.net/ru/disseminator/109843. Across VK, Odnoklassniki, and Telegram, the publication has more than 50,000 subscribers.
On August 28, the tour operator Coral Travel was added to the ORI registry: reestr.rublacklist.net/ru/disseminator/109844. The company’s website also offers registration and feedback. Across VK, Odnoklassniki, Telegram, and Zen, Coral Travel has over half a million subscribers.
What Does Inclusion in the ORI Registry Mean?
It’s no secret that not all services are eager to be included in the ORI registry. Many foreign companies have reported being added without their knowledge and were forced to respond to Roskomnadzor, which, under FSB orders, placed them in the registry—often resulting in these companies refusing to cooperate. However, Russian companies have little choice, as refusal can lead to hefty fines and website blocking.
It’s important to remember that being listed as an information dissemination organizer requires services to store user data, including all actions and interactions, and to provide this data to the FSB upon request. This includes messages, audio, and video calls (if the service supports them).
