New York Plans to Legalize Marijuana in 2020
New York State Governor Andrew Cuomo has promised that the state will legalize marijuana in 2020. The governor believes that creating a regulated cannabis market will help close budget gaps. Cuomo is planning a major reform of cannabis legislation this year.
Cuomo’s Push for Cannabis Reform
In 2019, Cuomo attempted to lift the ban on recreational marijuana, but his initiative was not approved by the Senate due to disagreements over taxation and social programs. Cuomo is urging legalization to address racial injustice and the consequences of the war on cannabis. In an interview, he stated, “For decades, people of color have been victims of repressive state policies. Let’s legalize marijuana and correct the mistakes of the past.”
The governor also plans to work with leaders from neighboring states—Pennsylvania, Connecticut, and New Jersey—to coordinate cannabis law reforms and create a unified cannabis industry in the Northeast. New Jersey Governor Phil Murphy promised to legalize marijuana during his campaign, but state senators have blocked all attempts to lift the ban. Despite resistance from officials, Cuomo is confident he can win over the majority of lawmakers this year.
Universities to Research Marijuana
Cuomo announced that after legalization, local universities will be required to launch research projects focused on the medicinal potential of cannabinoids. He emphasized that large-scale clinical trials will help reduce potential risks to the healthcare system. According to Cuomo, the opioid crisis in the U.S. was caused by the federal government’s reluctance to fund scientific research. To prevent a similar situation with cannabinoids, thorough study is necessary.
Economic Impact and Budget Solutions
New York faces a $6 billion budget deficit. Cuomo believes that launching legal marijuana sales will help solve this problem. He estimates that cannabis businesses could generate $300 million in tax revenue for the state. In addition, the cannabis industry is expected to create new jobs, boost the economy, and strike a blow against the black market. The governor also notes that legalization will save budget funds currently spent on enforcing the ban.
