Cannabis Clubs Now Legal in Germany

This month, the second phase of Germany’s cannabis legalization law came into effect, allowing the creation of cannabis clubs. Under the new law, clubs can apply for licenses and, once approved, may have up to 500 members. Each club is permitted to grow and distribute up to 50 grams of marijuana per person per month. This move aims to create a regulated environment for cannabis consumption. Local authorities believe it will encourage responsible use and reduce the influence of the black market.

However, the process of establishing clubs faces several challenges. Regional differences in the regulation and oversight of clubs are causing complications. For example, in Brandenburg, the Office for Occupational Safety and Consumer Protection will handle applications, while in Berlin, the responsible agency has not yet been determined. These differences may make it harder for future clubs to operate, and the lack of clear distribution models for cannabis adds further complexity.

Despite these obstacles, some clubs are already ready to accept new members. The main requirements are that members must be adult German citizens. However, smoking cannabis inside club premises and within 100 meters of the clubs is prohibited.
