Russia May Introduce IMEI-Based Device Control

Previously, the Federation Council discussed the possibility of regulating “gray” mobile devices in Russia using IMEI numbers. Now, the Association of Internet Trade Companies (AKIT) has proposed its own version of the concept. According to “Kommersant,” the document has been sent to Lyudmila Bokova, chair of the temporary Federation Council commission on the development of the information society, and to Mikhail Abyzov, Minister of the “Open Government.”

AKIT suggests extending IMEI regulation to all devices with a SIM card. This includes mobile phones, tablets, routers, and certain types of security systems. The document recommends creating an IMEI control information system, which would include a national registry—a unified database of identifiers consisting of white, gray, and black lists.

How the IMEI Registry Would Work

  • White list: Devices allowed for import and use in Russia.
  • Gray list: Non-unique identifiers temporarily banned from use.
  • Black list: IMEIs banned from import and use in Russia (such as stolen or smuggled devices).

According to AKIT experts, gadgets from the black list should be blocked. The gray list would help prevent identifier duplication. If a device has a non-unique number, its owner would need to visit a mobile operator in person and provide proof of legal purchase. In such cases, the device could be moved to the white list.

The registry would be based on data from mobile operators, vendors, and subscribers. It should also be synchronized with the global IMEI database of the GSM Association. When a user brings a device into the country, it must be registered in the white list. There would be no fee for importing one device per year. For a second device, AKIT proposes a $20 fee, and for each additional device, a $30 fee.
