Rosgvardiya to Receive Authority Over Security of Poppy and Cannabis Crops
Rosgvardiya has developed draft documents that would grant it the authority to oversee the security of crops containing narcotic substances, as well as to establish requirements for this activity.
According to a draft government resolution, Rosgvardiya will be responsible, on a contractual basis, for guarding crops of narcotic-containing plants grown for medical, scientific, and educational purposes. Security services of the agencies overseeing the organizations involved in cultivation will also be able to provide this protection.
Private security companies will be allowed to guard poppy crops that are not intended for the production of narcotic or psychotropic substances-for example, those grown for the food industry.
The development of these new regulations is connected to a recently adopted law that permits the cultivation of narcotic-containing plants in Russia for medical purposes. Previously, such cultivation was only allowed for scientific, educational, and expert purposes. The law also allows for industrial cultivation not related to pharmaceutical production, such as for food products.
