Sakhalin to Analyze All Local Social Media Communities and Moderators

The Sakhalin regional government is set to analyze all local communities on Facebook, Instagram, VKontakte, and Odnoklassniki, along with their moderators. The authorities are interested in obtaining a list of registered regional communities, information about their moderators and their contact details, as well as data on group activity since their creation.

RosKomSvoboda continues to monitor the government procurement portal for tenders related to the internet. This time, they noticed a tender posted by the state institution “Sakhalin Region State Procurement Center.” The client is seeking “services for analyzing the informational potential of the Sakhalin segment of social networks, preparing a communication strategy for informing the population of Sakhalin Region, testing the effectiveness of the proposed strategy in practice by preparing and posting informational and graphic materials on social networks.” The contract amount is 2,159,550.31 rubles.

The actual client for this tender is the Sakhalin regional government, with the “Sakhalin Region State Procurement Center” acting as the authorized institution. The service requirements specify:

  • Analysis of all communities existing in the Sakhalin segment of four social networks—Facebook, Instagram, Odnoklassniki, and VKontakte—at the time the contract is signed. The analysis should include parameters such as the number of members, main interests of the group, frequency of updates, most popular discussion topics, and other significant characteristics identified during the study.

The report must include:

  • A description of the analysis methodology, which should be based on statistical data.
  • A complete list of registered communities in the Sakhalin segment of the four social networks: Facebook, Instagram, Odnoklassniki, and VKontakte.
  • A list of community moderators, including (if publicly available) their contact information in the relevant social networks.
  • For each identified community, a lifecycle chart showing activity from creation to the time of the report.
  • A ranking of all existing communities in the segment based on the number of members, member activity, and frequency of updates.
  • Segmentation of communities by key socio-demographic characteristics (gender, age, place of residence within Sakhalin Region, approximate income, and other significant characteristics). Data should be presented in tables and charts (or other visual formats).
  • Segmentation of communities by type of life interests. Data should be presented in tables and charts (or other visual formats).

The plan also includes promoting “informational-text” and “informational-graphic” materials in the mentioned social networks (in regional public pages and online publication accounts)—about 2,500 posts in total. This includes the promotion of socially significant content tied geographically or thematically to Sakhalin Region and the Far Eastern Federal District, as well as investment, migration, and socio-cultural topics in groups across all four social networks.

Placement requirements include:

  • Promotion of 16 informational text materials on socially significant topics in groups of the four social networks with a geographic and/or thematic connection to Sakhalin Region. Total number of posts: 500.
  • Promotion of 16 informational text materials on investment, migration, and socio-cultural topics in groups of the four social networks with a geographic and/or thematic connection to the Far Eastern Federal District. Total number of posts: 1,000.
  • Promotion of 4 informational-graphic materials on investment, migration, and socio-cultural topics in groups of the four social networks with a geographic and/or thematic connection to the Far Eastern Federal District. Total number of posts: 1,000.

Social network requirements:

  • Number of social networks: 4 (Facebook, Instagram, Odnoklassniki, VKontakte and/or their equivalents).
  • Number of groups in social networks: unlimited for each network.
  • Total combined audience of groups in the four social networks for each news item: at least 300,000 subscribers for networks with a geographic and/or thematic connection to Sakhalin Region, according to internal social network statistics.
  • Total combined audience of groups in the four social networks for each news item: at least 500,000 subscribers for networks with a geographic and/or thematic connection to the Far Eastern Federal District, according to internal social network statistics.

The deadline for submitting and reviewing the first parts of participant applications is October 29 of this year. The electronic auction is scheduled for November 1, 2018.

RosKomSvoboda will continue to monitor changes in the tender and will report as soon as the final winner is determined and the contract amount is finalized.
