Moscow Ranks Seventh Among Cities With the Most Expensive Cannabis
According to a study by the research company CFAH, Moscow has been ranked seventh among cities with the highest cannabis prices.
Where Is Cannabis the Most Expensive?
CFAH published the “Global Cannabis Price Index 2023,” which details the cost of cannabis in 140 cities worldwide. The average price was determined using survey results and data from the 2022 World Drug Report by the United Nations Office on Drugs and Crime.
According to CFAH, the top five cities with the most expensive cannabis are:
- Tokyo, Japan β $33.80 per gram (3,116 rubles)
- Dublin, Ireland β $22.50 (2,074 rubles)
- Tallinn, Estonia β $22.10 (2,037 rubles)
- Rishon LeZion, Israel β $21.00 (1,936 rubles)
- Stavanger, Norway β $20.80 (1,917 rubles)
Moscow is in seventh place, between Oslo and Helsinki. In the Russian capital, 1 gram of cannabis sells for $20 (1,844 rubles). However, prices on darknet markets are reportedly lower, with an average of 1,600 rubles per gram and a minimum price of 1,050 rubles.

The five cities with the lowest cannabis prices are:
- Montreal, Canada β $5.90 (544 rubles)
- Bangalore, India β $6.00 (553 rubles)
- Notre-Dame, Canada β $6.20 (572 rubles)
- Kabul, Afghanistan β $6.30 (581 rubles)
- Vancouver, Canada β $6.30 (581 rubles)
Five Canadian cities made the top ten for cheapest cannabis. The low prices in Canada are likely due to the legalization of recreational cannabis in 2018.
Which Cities Consume the Most Cannabis?
CFAH also ranked cities by cannabis consumption volume. The top five are:
- New York, USA β 62.3 tons per year
- Sydney, Australia β 45.8 tons
- Los Angeles, USA β 35 tons
- Chicago, USA β 24.9 tons
- Rome, Italy β 21.9 tons
No cities from post-Soviet countries made the top 20 for cannabis consumption. However, ΓskΓΌdar, Turkey, with a population of over 500,000, ranked 17th, with residents consuming 7.9 tons of cannabis annually.
The ranking includes nine cities where cannabis is legal, nine where it is prohibited, and two where it is decriminalized. This suggests that the legal status of cannabis does not necessarily determine its popularity.
